Appeal Hearing. The Court of Appeal continued yesterday hearing the appeal brought by the Mayor, councillors and citizens of the Borough of Ashburton against a decision of the Supreme Court granting a writ of mandamus. The appellant council had refused to grant the respondent, Ogilvie Garth Clifford, a building permit to convert six rooms of his house into self-contained flats.—(P.A.)
