Observers say the publicity given to the talks with the Iranians by the Communist Party newspaper, “Pravda,” and the official news agency, Tass, appears designed to show that the Kremlin can easily, settle border questions with well-disposed neighbours. /The d*m is due te be compieted next year on the Arkas River frontier between the Soviet Union !
