Attitude Of Argentina (N.Z.P.A.-Reuter—Copyright) BUENOS AIRES, Nov. 13. The Foreign Minister of Argentina (Mr Nicantor Costa Mendez) yesterday reaffirmed his Government’s stand that recognition of Argentine sovereignty over the Britishadministered Falkland (Malvinas) Islands could not be contingent on the will of the islanders. The Minister was replying to reporters’ questions on statements made by Britain’s Lord Chalfont, who was quoted as saying in Rio de Janeiro, Brazil, on Monday, that Britain would not transfer sovereignty against the wishes of the 2000 islanders. The British Minister of State at the Foreign Office was also quoted as saying there was no question of transfer of sovereignty to Argentina "whatever we do as a result of our negotiations” with the Argentine Government. The two governments are carrying out secret negotiations on the issue following recommendations by the United Nations.
