Suburban Shopping
The development of suburban commercial areas, including supermarkets, is given recognition and provision is made for the future in the City Council’s district planning scheme. Suburban commercial zones in the superseded district scheme were based largely on a continuance of uses existing at the time it became operative. Subsequent changes in social habits and retail methods necessitated a change in the type and distribution of zones. Among the principles governing the policy is relating all suburban commercial centres, both in size and kind, to a trade area population. An aim is consolidation of commercial ribbon development into a more confined area, but with an increase in depth from the road where desirable to provide for future expansion. To supplement shopping facilities in commercial zones, shop-dwellings only are listed as predominant in residential zones to minimise any possible incompatibility with residential uses and ensure a minimum of competition with shops in established zones.
