Decisions On Paparua Planning Objections
The Paparua County Council will appeal to the Town and Country Planning Appeal Board against restrictions imposed on building and land development by the one in fifty take-off and approach slope from the perimeter of Wigram airfield. This is recorded in decisions released by the council on objections to its district planning scheme, which were heard by a council sub-com-mittee over the last nine months. The objections to the Wigram restrictions came from the council itself and from the New Zealand Farmers’ Co-operative Association of Canterbury, Ltd, and were supported by the Christchurch City Council, which has land in the perimeter affected by the height restrictions. Both councils contended that the flight paths should be defined, so that the restrictions do not apply outside the air corridors. In view of opposition from the Crown, which had the effect of requiring the council to disallow the objections, the council did this, but agreed to take the question to appeal. Smoke Problem The Crown also objected to a proposed industrial C zoning of land within 10,500 ft of the airfield threshold and asked for a restriction to stop problems of smoke, dust or glare. The objection was disallowed qn the ground that the council had adequate control, and it was agreed to incorporate the smoke restriction regulations in the county town-planning ordinances. The Farmers’ Co-operative Association also asked for residential zoning for its land between Springs and Wilmers Roads. The council agreed to give the request sympathetic consideration if and when flying ceases at Wigram.
Other objections dealt with restrictions imposed by the Regional Planning Authority on the use of land below the Christchurch International Airport runway flight paths. The objectors claimed that I the restrictions stopped the [development of their land. I Because ot a legal inability to rule otherwise, the council dismissed the objections. The council met an objection by the Riccarton Racecourse Trustees to the proposed recreational and open space zoning for the racecourse land by agreeing to give it a special zoning, appropriate to its use. An objection by W. A. Habgood, Ltd, cartage contractor, against residential zoning for land at Middlepark Road, was allowed, the council agreeing to rezone the land industrial A to allow the firm to expand its depot. Prebbieton Land An appeal by the Institute of Agricultural Science against proposed residential zoning of land at Blakes Road, Prebbieton, was disallowed. The institute was concerned that farming land was being converted to urban use, and argued that there was adequate land in the township for urban use. The Reid Development Company’s request for industrial zoning of rural land on Shands Road, so that it could develop an industrial estate, was not granted: but the council agreed to try, at an appropriate time, to have the land brought inside the urban fence. Opposition to a proposal to band quarrying within two chains and a half of property boundaries was made by British Pavements, Ltd, Blake Brothers, Ltd, and Certified Concrete, Ltd. The council agreed to amend its restriction to two chains and a half from a road boundary and half a chain front side boundaries.
