‘Civil Disaster’ Declaration

BERKELEY (California), Sept. 3. The authorities have imposed restrictions on the university city of Berkeley, prohibiting street gatherings and marches in an effort to stem a renewed wave of student unrest.
A state of civil disaster was proclaimed last night after three days of violence. The rarely-invoked proclamation, for which no time limit was set, forbids loitering on the street between 8 p.m. and 6 a.m., and bans assemblies, meetings and parades. The city manager (Mr William Hanley) said it had been brought in "to secure civil peace and save life and property.” The violence began on Friday with a Left-wing student demonstration protesting against the alleged police brutality in Chicago during last week’s Democratic Party convention.
About 20 arrests were made over the week-end, but the situation in the city, which has seen many disorders over the last five years, appears now to have quietened. The authorities stress that no curfew has been imposed and that people will not be
stopped from going to the theatre or carrying on normal activities.
The University of California campus is included in the area where public assemblies and parades are prohibited.
