Difficult Journey

Jackson, of Greymouth, explaining an hour’s lateness in arriving at a meeting of the executive of the South Island Local Bodies’ Association in Christchurch yesterday. He left Greymouth at 4.30 a.m. and arrived at the meeting just before 11 a.m. Noisy Progress Lyttelton residents are at the moment suffering from noise—but the purpose is worth while. The Lyttelton Borough Council is extending its 51-year-old electrical supply and about two miles of high-tension cable is being buried by noisy trenching equipment. The council is doing this to keep pace with the port’s growing demands on electricity—and it also expects that underground cabling will improve the town's appearance. Smoke Control Any local body within 25 miles of the coast between the Waipara and Waitaki Rivers • that has not sought authority to apply the smoke regulations is seriously neglecting its duty to its ratepayers, says the newsletter of the Christchurch Clean Air Society. Temperature inversions can, it is claimed, create hazards anywhere in this region. The society lists Christchurch, Lyttelton, Riccarton, Tiriiaru, Waimate, Oamaru and the Halswell, Heathcote and Waimairi counties as having the authority. Rescue In Ring An attendant vas quickly rescued after he was knocked to the ground by a bull at the annual South Island Hereford sale at Temuka yesterday. 1116 attendant had driven the bull into the ring and taken up a position beside the rails. The bull, within three paces of him, suddenly turned and butted him in the stomach and, as the attendant sagged to the ground, began to paw at him. Two spectators on the rails quickly' pulled the attendant to his feet and the bull was hurried to the other side of the ring. Merger Opposed Amalgamation with the South Island Publicity Association was not favoured, but the sub-committee which had gone into the question recommended continued harmonious relations and co-opera-tion, said the president (Mr W. H. Martin) at a meeting of the executive of the South Island Local Bodies’ Association yesterday. Another subcommittee, he said, recommended agreement in principle with the proposed South Island development council bill, but was strongly opposed to its rating clauses. Mr Martin said that the sponsor of the bill, Mr A. D. Dick, M.P., was “having another look at its provisions, with a view to making alterations.”
Subdivision Review
The whole subject of subdivision practices was being investigated by a committee of the National Housing Council, said the Minister of Internal Affairs (Mr Seatb) in a letter to a meeting of the executive of the South Island Local Bodies' Association yesterday. The association should await the outcome of the inquiry, said the Minister, who was replying to a request from the association that Government subdivisions should be subject to formal application and compliance with local body conditions of approval, the same as everyone else.
