Control Of Water

Although the North Canterbury Catchment Board thought the Water and Soil Conservation Act was rela. tively simple to operate there appeared to be some controls that could not yet be applied, the works and services committee reported to the Christchurch City Council last evening. There were considerable difficulties involved in operating under the Act and the Underground Water Act, the committee said. The board’s proposals fell far short of the objective of joint control of underground water.

Another meeting had been arranged with the Catchment Board to discuss its offer to try to work out an arrangement for control of water to be delegated to the underground water committee rather than to each local authority in the area. As it seemed unlikely that the control of underground water would be resolved by October 1, the council agreed to seek advantage of a clause in the Act allowing dispensation.
