Action Proposed
Action which the office of the United Nations High Commissioner for Refugees proposes in the field of protection and assistance to refugees during the International Year for Human Rights is:—
Governments to translate Into national or international law the principles enunciated in the Declaration of Territorial Asylum, 1967.
Governments to accede to the Convention relating to the Status of Refugees. 1951, and to the Protocol, 1967; or if they have done so with reservations, to withdraw these reservations and to accede to other instruments of special importance to refugees. Efforts to be made to allow refugees to benefit from all regional agreements concerning employ-
ment, travel, cultural rights, recognition of academic degrees, ete.
Thought to be given to the requirements of a safe return and the re-establish-ment of refugees who of their own free will choose to be repatriated. Special attention to be directed to the deeply human problem of family reunion.
Further measures to be taken to promote the assimilation of refugees to nationals of the country of asylum as regards their economic, social and cultural rights. Liberalisation of naturalisation requirements for refugees who wish to acquire the nationality of the country where they have become integrated in the social and economic life.
