He said the new anticipated I offensive of the Viet Cong| “may be the last all-out effort! from the Communists.” I President Thieu was reminded at a news conference yesterday aboard the U.S.S. Constellation off North Vietnam, that he had said last April that American forces could be reduced in South Vietnam by the end of 1968.
