‘A TRIUMPH OF SANITY’

President Johnson has formally asked the Senate to ratify the nuclear non-proliferation treaty, which he described as “a triumph of sanity and of man’s will to survive.” In a message completed while the President was in Central America and flown from there to Washington, Mr Johnson said: “I consider this treaty to be the most important international agreement limiting nuclear arms since the nuclear age began.” More than 60 countries, including the United States, have signed the treaty, which aims at preventing the spread of nuclear weapons. But to become effective it must be formally ratified by the United States, Britain, the Soviet Union and at least 40 other nations.
