Thuy Sees U Thant

Hanoi’s chief delegate to the Paris talks has told the United Nations Secretary-Gen-eral (U Thant) that the United States side must bear full responsibility for the lack of propress.

The delegate, Mr Xuan Thuy, received U Thant in Paris yesterday, at the latter’s request to hear about the talks the North Vietnam News Agency reported today. Quoting a report by its Paris correspondent, the agency said that Mr Thuy noted the positive point of U Thant in demanding an unconditional end to the United States bombing of North Vietnam. But he expressed regret that U Thant in a recent statement, had “confused the aggressors and those who oppose aggression.” Thuy was said to have told U Thant that the talks had been going on for almost two months without success “because the United States still maintains its colonialist stand and its arrogant attitude—of demanding ‘reciprocity’ and urging that a ransom be paid for the cessation of the United States bombing on the whole territory of North Vietman.”
