U.S. Nuclear Guarantees

WASHINGTON, May 10.
Th United States has set out in detail the security guarantees it offers to nonnuclear nations threatened by nuclear attack.
Several nations have objected to the present joint United States-Soviet Union treaty, on the grounds that if they sign they will have no protection against nuclear attack.
But a Security Council draft resolution sponsored by the United States, the Soviet Union, and Britain and attached to the Non-Prolifera-tion Pact—attempts to provide guarantees for the smaller nations.
It has been pointed out that China, is not a member of the United Nations and that France, too, may not be bound by the treaty.
