(N.Z. Press Assn.—Copyright) SAIGON, March 13. A colonel and seven lieutenant-colonels today took command in eight of South Vietnam's 44 provinces in President Thieu's biggest local governmental shake-up to date, according to Government sources.
They said a variety of reasons were given for ousting the province chiefs but most were thought to have been removed because of corruption and inefficiency.
