Speculation In Cuba (N.Z.P.A.-Reuter —Copyright) HAVANA, Jan. 25. The Prime Minister, Dr Fidel Castro, summoned an emergency session of the central committee of Cuba’a ruling Communist Party today amid speculation he would resign the Prime Ministership. The speculation was that Dr Castro would maintain leadership of the party, the most important political post in a Communist country. An unprecedented announcement in the country’s newspapers on the meeting referred to Dr Castro for the first time as “General Secretary of the party,” giving strength to the speculation. Until now Dr Castro has been known as First Secretary of the party. Some observers speculated that Castro’s young brother, the Deputy Prime Minister and Armed Forces Minister. Mr Raul Castro, or President Osvaldo Dorticos might be named Prime Minister in his place. But they emphasised that as head of the party, Dr Castro would still maintain the major policy-setting position in Cuba.

The observers said that separation between leadership of Government and party was normal in most European Communist countries such as the Soviet Union, Czechoslovakia, Poland and Hungary.
