‘GOING IS ROUGH’

IN.Z Press Assn.—Copyright) CIUDAD JUAREZ (Mexico), Oct. 30. President Johnson yesterday pledged to honour United States commitments throughout the world, even though “the price Is high and the going is rough,” the “New York Times” reported.
The President made the pledge while carrying out one commitment the turning back of 437 acres of flat, dusty scrubland to Mexico, which had claimed it for more than a century. The area, known as El Chamizal, became part of El Paso, Ciudad Juarez’s sister city across the Rio Grande in Texas, when the river, which served as the boundary, changed its course in the 1850 s. The two countries reached an agreement on a land transfer and a new boundary four years ago.
Yesterday President Johnson and President Gustavo Diaz Ordaz, of Mexico, came from Washington to be present at the transfer. “On other occasions,” President Johnson said, “I have said it is important to the peace of the world that both our friends and our enemies believe that we in the United States mean what we say.
“Here in El Chamizal we have honoured our pledged word and we will continue to honour all of our commitments.”
