WELLINGTON, Oct. 30 Special measures for the care of the public in the event of a major disaster or national emergency are set out in the Civil Defence Welfare Plan approved today by the Minister of Civil Defence (Mr Seath). The plan outlines the services that would be required as the result of an emergency arising from natural causes, such as an earthquake, extensive flooding, fires or extensive marine flooding. It suggests that local plans should be pre-determined, well publicised and cover the following points: Evacuation assembly pointe prominently marked and well known to the public. The supply of food for refugees, people staying in the area and civil defence workers. Accommodation. The supply of clothing and equipment. A registration and inquiry service. First-aid facilities. Co-ordination for welfare within the local civil defence organisation. Entertainment and recreation. Finally, the plan gives a suggested scale of basic rations, a basic meal plan and a system for registering evacuees. “The plan is another step forward in providing for the well-being of our citizens in an emergency,” said Mr Seath.
