$3.6m Budget For University

The estimates of the University of Canterbury for 1968 show an estimated income of $3,886,761; but the resulting deficit of $261,361 will be retimated expenditure of $3,625,400, and on esduced by salaries not spent because of positions unfilled, the Registrar (Mr G. G. Turbott) reported yesterday.

“Past experience has shown that it will not be possible to fill a proportion of staff positions,” he said. “From an academic point of view it is, of course, undesirable that teaching posts remain unfilled and it is a matter of continuing and increasing concern that this state of affairs persists.” The following figures show the more significant items in the estimates: — Income

Government grant 2,823,570 Tuition fees .. 638,000 Rentals endowment

lands 39,000 Expenditure Salaries .. 2,565,185 Equipment .. 264,340 Extension studies .. 95,240 Cleaning, caretaking 145,000 Expenses of appointment 70,000 Upkeep grounds .. 40,750 Heat, light .. .. 140,000 Library .. 116,000 Maintenance .. 165.650 Refresher leave .. 42,000 Telephones, etc. .. 45,000 Travelling .. 16,000 “This budget is for the fourth year of the present quinquennium, and many items of expenditure reflect the full impact of the move by the science departments to the Ham site,” said Mr Turbott.

“Significant increases have been recorded under such headings as cleaning and caretaking, heating and lighting and telephones, postages and tolls. “The Government grant (the major part of the university’s income) is understood to have been calculated to take into account the increases in costs brought about by the occupancy of new buildings at Ham. It seems clear, however, that inadequate provision was made for escalation in operating costs (for example, in increased power charges, and increased telephone rental charges). “As a consequence it is be-

coming increasingly difficult to give effect to recommendations made by the University Grants Committee, inter alia, to make some modest improvement in staff-student ratios, to increase the amount of expenditure on the library, and to provide a more adequate sum for working equipment in departments,” said Mr Turbott.
