Evidence By Doctor

A doctor told the Voyager Royal Commission today that Captain Duncan Stevens appeared drunk at his birthday party aboard the Voyager in Singapore harbour. Dr. Michael Clifford Tiller, former medical officer of the Voyager, said Captain Stevens mumbled when he spoke and remained seated. The officers at the party appeared embarrassed and Captain Stevens had left early, assisted by LieutentantCommander P. T. Cabban. Dr. Tiller added that he eould not remember Captain Stevens crawling on his hands and knees across the floor. He told the commission that he later went to the captain’s cabin to satisfy himself that he was suffering only from the effects of alcohol. In February, 1963, he carried out a physical examination on Captain Stevens and gave him an “A” classification —fit for service anywhere.
