40 Nuclear Vessels (N.Z. Press Assn.—Copyright) WASHINGTON, Dec. 20. Vice-Admiral Charles Martell, the United States Navy's director of anti-submarine warfare, estimated yesterday that the Soviet Union had 40 or more nuclear-powered submarines, but only a third of them carried ballistic missiles, United Press International reported. Admiral Martell said that the Soviet submarines were operating more freely in distant waters than they had in the past, but that they had not been seen off the United States coast or near Vietnam. He said the missile-carriers were each capable of launching three missiles.
