Guatemalan Unrest

The Guatemalan Government imposed a 30-day state of siege today in a move it said was aimed at stemming terrorist attacks and subversive activities. The Cabinet decree suspended all constitutional rights and political activities. It gave President Julio Cesar Mendez Montenegro unusual powers as commander-in- chief of the Army to restore law and order.

Several leaders of the National Liberation Party, including a former Labour Minister, Mr Manuel Villacorta Vielman, were reported to have been arrested.
