President Johnson’s special envoy, Mr Averell Harriman, said in Paris yesterday the war in Vietnam would continue until the Hanoi Government realised it was in its best interest to come to an honourable, peaceful settlement. He said the United States had no intention of invading North Vietnam or of escalating the war. But it had a greater determination to achieve its number one objective: to allow 15 million people in South Vietnam to decide their own future without any outside intervention.
