(N.Z. Press Association) WELLINGTON, Nov. 2. New Zealand had failed in all its efforts to reduce the road toll, the chairman of the Wellington Road Safety Association, Mr H. K. Collins, said today. “We have failed and it is obvious that if we are going to do anything about the steadily rising number of road fatalities, we must find an 'entirely new approach,” he said.

“Mufti patrols, stiffer driving tests and the other special measures that have been tried and are still being used, will not have any appreciable effect on the numbers of people dying on our roads each year.”
