University Budget Of £1 ½ Million

Canterbury University estimates for 1967, prepared in both pounds and dollars, make a budget of about £l} million or about 3,000,000 dollars.

“One may be derived from the other by multiplying by two,” said the Pro-Chancellor and chairman of the finance committee (Mr T. H. McCombs) when he presented the budget to the University Council yesterday. For the first time, Mr McCombs said,. staff salaries would exceed £1,000,000 for the year. For the first time, also, it was proposed that all money available be allocated on estimates of actual expenditure. Previously, salaries were included in the budget at maximum figures and savings (through posts not being filled or not being paid at maximuni figures) were distributed to departments later as special non-recurring allocations.

This year money unspent had been anticipated and committed to the regular outgoings of the university. No money was uncommitted, so none would be available for special requests later. In a summary of the budget the Registrar (Mr G. G. Turbott) said:— “The estimates for 1967 show an estimated income of

£1,568,605 and an estimated expenditure of £1,623,614 after provision is made to pay salaries at actual (not maximum) figures. The resulting deficit is £55,009, but this will be met by salaries unspent because of positions unfilled. “Past experience has shown that it will not be possible to fill a proportion of these positions. From the academic point of view, it is undesirable that teaching posts remain unfilled; it is a matter of continuing and increasing concern that this state of affairs persists.” The following figures, taken from the estimates, show the more significant items:— Income: Government grant, £1,198,555; tuition fees, £294,000; rentals from endowment lands, £19,000. Expenditure: salaries, £1,074,200: working equipment, £105,629; extension studies, £40,240; cleaning and caretaking, £60,000; expenses of staff appointment, £37,000; upkeep of grounds, £17,500; heating and lighting, £40,000; library, £48,000; maintenance, £68,700; refresher leave, £19,000: telephones, postages, tolls. £15,000; travelling, staff conferences, £BOOO.
