Plan Wanted For Fendalton Road
It seemed unlikely that the National Roads Board would make any decision on the rates of subsidy to be paid on the proposed Fendalton road reconstruction and the development of the Creyke road-Kilmarnock street route until the 1967-68 estimates were before it, said the District Commissioner of Works (Mr D. B. Dallas), in a letter before the Waimairi County Council last night.
In any case, said Mr ! Dallas, a decision certainly could not be reached by the board until it had a definite scheme plan of both proposals from the council. Mr Dallas said that no established procedure existed by which the board could fix standards and rates of sub- , sidy for local body recon- i struction work forming part ' of a master traffic plan. “Because of the extent of } these works throughout the country, and the scale of grant assistance likely to be Involved, the board will want some basis for reaching a decision on appropriate limits and rates of grant assistance on major works,” he said.
Mr Dallas said that the 1 proposal for Kotare road would have the disadvantages of a right-angled corner at its ; junction with Kahu road. To increase the attractiveness of the route as a relief (for Fendalton road, it might be better to revert to the original proposal for a northwest extension of Totara street with a direct extension south-eastwards to Kahu road. A comparison of the respective merits should be dis-} cussed with the regional traf- - tic engineer (Mr M. Douglass) } and the Riccarton Borough} Council might also be involved, said Mr Dallas. TRAFFIC CONTROL In addition to street works, traffic control on Fendalton road could be an additional help to balance the flow of traffic on the Wairakei, Fen-
dalton and Creyke roads routes.
These measures could include control of right-hand turns, the ultimate stopping of minor intersecting _ streets and a prohibition of parking during peak hours on the side of the major traffic flow.
“The combined effect of street and traffic measures might reduce the 21,000 vehicles a day for 1980 on Fendalton road, and result in the other routes carrying traffic flows nearer their practical capacity,” he said. “While it is understood that you are likely to deal with the Harper avenue-rail-way line section (of Fendalton road) first, the board will want to know the full financial commitment and the effect on property before approving special financial assistance for any part of Fendalton road. “At this stage, we can only assume that Fendalton road would attract £3 to £1 and Creyke road £3 to £2 rates of over-all subsidy.” SCHEME PLAN The council agreed with the request for a scheme plan and report for the whole of Fendalton road, and instructed its engineer (Mr I. Calvert) to produce them forthwith. On the Kotare road-Kahu road re-routing proposal, it was decided that Mr Calvert' should discuss it with Mr Dallas, emphasising the council’s opinion that it was inferior to the present proposal affecting Kotare road. The works committee reported that it had received a City Council plan for improving the corner of Rossall street and Carlton Mill road and an adjustment of Rhodes street. Rossall street would eventually be linked with a re-aligned Wairarapa terrace. The council agreed to meet its share of the cost of the work, but asked the city council to seal and kerb a proposed track past Millbrook reserve gates.
