(N.Z.P.A.-Reuter —Copyright) WASHINGTON, Aug. 30. The United States has proposed reductions in the costs of operating Spandau military prison in Berlin after September 30 when Rudolf Hess will be the only remaining Nazi prisoner. The State Department spokesman, Mr Robert McCloskey, said yesterday the proposal was made to the Soviet Union, Britain and France, but the Soviet Union had not yet replied.

Spandau now holds two other prisoners besides Hess. They are Baldur von Schirach, the former leader of the Hitler Youth Movement, and Albert Speer, Hitler’s Minister for War Production and Armaments, who are due to be released on September 30. Hess, the deputy leader under Hitler, has been in custody since he flew from Germany in 1941 and parachuted into Scotland.
