HONG KONG, August 1.
The North Vietnam Army command yesterday accused United States planes of carry- ' ing out four consecutive raids in 24 hours on the dyke system in Thai Binh and Nam Ha provinces of North Vietnam in the midst of the flood season.
The North Vietnam news agency said a protest against what was described as the “most barbarous war acts” against North Vietnam had been sent to the International Commission on Vietnam.
