U.S. Capability Claimed (N.Z. Press Assn.—Copyright) BANGKOK, July 26. The commander of the United States 7th Fleet, ViceAdmiral John J. Hyland, said yesterday the United States had at its disposal a military force capable of totally destroying North Vietnam, “but our Government does not have this policy now.” Admiral Hyland, whose carrier planes are bombing North Vietnam daily, told a news conference that American air strikes on fuel depots near Hanoi and Haiphong “without question have hurt the enemy.” But he said he did not think United States planes would bomb Hanoi “for a long time to come”
