President Johnson said yesterday that he would ask Congress for a “substantial” supplemental appropriation for the Vietnam war if the conflict did not end by next June. He did not mention the amount he had in mind. The President said that the uncertainties of the Vietnam war made it necessary for Congress to reduce the present pace of supplementary appropriations it was voting for non-Vietnam projects.
