Describing the war situation as “extremely serious,” North Vietnam today appealed to fellow Communists and the world in general to “act more resolutely and effectively” to check the United States. At the same time, it called for greater moral and material support. The call for help was made by the Vietnam Fatherland Front, a grouping of political parties, mass organisations, nationalities, military men, religions and peace committees.
It did so at an enlarged and extraordinary meeting held in Hanoi a few hours after President Ho Chi Minh had ordered a partial mobilisation of the reserves.
