District Constitution Changes
The Committee of Inquiry l considered that the present 10 metropolitan districts could most effectively service the interests of the different districts and there should be no increase in metropolitan districts, or indeed, any change in their leadership. However, the committee considered that the constitution of the district committees should be altered as follows: (a) Each totalisator racing club should be entitled to one representative on the district committee. (b) A hunt club within a district, holding totalisator permits, should be entitled to one represents tive on the district committee. (c) The metropolitan club should appoint not less that three or more than five delegates to the district committee, and in no case more than the number of district clubs and hunt representation. The voting power of the metropolitan clubs delegates shall be equal to the vote of all other club delegates if other than a show of hands is called for. (d) The chairman should be elected from the delegates of the metropolitan club and should have a casting vote. Although during the course of the committee’s sittings a submission was frequently made that the voting strength on district committees was unduly weighed in favour of the metropolitan clubs, no-one was able to point to any specific occasion upon which, at
district committee level, the metropolitan club votes had been used to the detriment of any district club, said the committee’s report.
