This is a re-issue, the fifth revised edition, in paperback form, of a book which first appeared in 1938. At that time the author was concerned to promote education in citizenship through the Workers Educational Association, and he wanted to provide his students with a suitable text-book. Now he is Foreign Secretary in the British Government. His original work has been revised in the light of his own political experience, but he has not changed the fundamental attitude around which the book is built: “I uphold democracy k and freedom of discussion Nk against all systems which H restrict power to an elite, ■ however chosen.”
