County Plan Provisos The Crown was not bound by the provisions of any a. unless it was expressly stated. Mr J. J. Dunne, for the Ministry of Works, told the Waimairi County Council's townplanning committee when it was hearing objections yesterday. He lodged formal objection to the Crown being included in a proposed change in the council's planning scheme to allow the council to fix the size and location of reserves. The term “national reserves’’ proposed by the council implied that the Crown would be bound, he said. This could be misleading to the public.

The Town and Country Planning Act did not. in general, bind the Crown, which was only bound to comply in respect of housing schemes under the Housing Act. As the council could not bind the Crown on the size and location of reserves, its objection would be met if tiie provision were deleted.
