GRANT TO HALLS
Councillor Protests When the finance committee of the mairi County Council recommended last night that the council agree to pay £5OOO to the university residential halls appeal at £lOOO a year over the next five years, Cr. R. C. Neville said that, apart from the sum being too large, the council had no right to commit the succeeding council in three years’ time.
The £5OOO, said Cr. Neville, was “a bit more than the council can afford, than was expected, and titan its ratepayers can afford.” The chairman (Mr O. C. Mitchell) said it would be in order for the council to commit its successor. That had already been done with the grant to the Christchurch town hall.
“The sum is too high," said Cr. D. B. Rich. “It is not a matter for the council, though I have great sympathy with the appeal." Cr. Neville said it might be legally right but it was morally wrong to commit the next council. His amendment that the council pay £lOOO in each of the next three years, and recommend the new council to continue the payment was carried by five votes to three.
