Deputy-Mayor For Third Term

Cr. H. P. Smith was re-elected Deputy-Mayor of Christchurch for a third time by the first meeting of the City Council last evening by 10 votes to nine.

He was nominated by Crs. W. P. Glue and A. R. Guthrey, and the Mayor (Mr G. Manning) then nominated Cr. N. G. Pickering.

A division was called for, and Crs. P. J. Skellerup and L. G. Amos, from the Citizens’ Association side of the table, voted against Cr. Smith, as did all the Labour councillors present and the Mayor.

Cr. R. H. Stillwell was absent.

The appointment of committees and chairmen went much as expected, Cr. Guthrey taking chairmanship of a new important city development committee, Cr. Glue returning to the chair of the town-planning committee, and Cr. Amos taking over the vacant traffic committee chair. A decision was deferred on chairmanship of the works and services committee. Crs. Guthrey and G. D. Hattaway were appointed to the Christchurch Regional Planning Authority, replacing two defeated councillors, Messrs G. D. Griffiths and T. D. Flint. The only “outsiders” appointed to other bodies were Mr G. A. G. Connal to the Civic Music Council and Mr J. R. Smith to the Christchurch Metropolitan Fire Board. Both are former councillors and were council representatives on the organisations during the last term. Work Ahead After he had been installed in office, the Mayor said there was important work ahead of the council- He mentioned in particular the Master Transport Plan, rehabilitation of the decaying parts of the city, the town hall and civic centre, parking provision in the centre of the city and suburbs, development of Queen Elizabeth II Park—“ready. 1 hope, for the 1970 Empire Games” improved street lighting, and a new lay-out for Cathedral square. Both the Mayor and Cr. Smith praised the work of voluntary organisations in the city, without which, they said, the city would not have a “life” of its own. The functions of the committees were set out as:—

By-laws, finance departmental and entertainments: as at present except for building by-laws, with a staff subcommittee on a trial basis, with authority to settle with unions concerned.

City development: town planning section two (transport), traffic engineering, parking buildings (location), major works, including Cathedral square redevelopment, reclamation and industrial development, and airport. Works and service: works maintenance, refuse collection, waterworks, abattoirs, supervision of building and housing maintenance. Parks and recreation:

reserves, estuary, art gallery, baths.

Town planning: section one (zoning), subdivisions, building by-laws, housing. Traffic and electricity: as at present. Town hall and library: to meet separately but on the same day. Schumacher, and Smith. * Parks and Recreation Committee.—Crs. Skellerup (chairman), B. J.Britten, W. V. Cowles, Denton, Hay, Howard, Olds, Schumacher, and R. H. Stillwell. Town Hall and Library Committee.—Crs. Hay (chairman), Christie, Guthrey, Skellerup, Smith, and Stallwell. Town-planning Committee. —Crs.
