Navy Resignations Arouse Criticism

WASHINGTON, October 31. Tbe resignation of two American Navy admirals has aroused criticism over the way the United States Defence Secretary (Mr McNamara) runs the Pentagon.
Rear Admiral William Brockett, aged 51, chief of the Navy’s Bureau of Ships; and Rear Admiral Charles Curtze, aged 54, his deputy, resigned as an act of protest against over-centralisation in the Defence Department. Washington observers said
it seemed certain the resignations would be used by Mr McNamara's critics to fight the trend towards a highly centralised, civilian-controlled administration in the Defence Department Since he was appointed to the post by President Kennedy almost five years ago, Mr McNamara has introduced new management concepts for unifying the armed services. These give the Defence Department much tighter control over the separate services and eliminate duplication in buying and other fields. Mr McNamara has antagonised Congressmen who have accused him of ignoring the judgments of military mon and using teams of “whiz kids” and computers to run the Defence Department
