It would be a pity of the present high road accident rate was not made the subject of an especially thorough investigation, says an article in the newsletter of the road research unit of the National Roads Board.

Accidents probably had many contributory causes, and in a particular case to put the blame wholly or largely on a particular roaduser might disregard important secondary causes, the article says. “So simple a diagnosis may be unfair both to the individual concerned and to the others who will be killed or maimed in similar circumstances in the years to come. “There is scope in these matters for much statistical research as well as for skilled examination of accident sites. The present unhappy situation may be regarded as both a problem and an opportunity. When the events being studied occur infrequently, or their incidence changes slowly, it may be difficult to determine the causes.

“It is much easier to associate gross effects with their causes, and unhappily, the present increase in accident rates is certainly a gross effect.”
