CASHIN QUAY PROBLEMS
Candidate’s Policy
The suitability of the present berthage and the provision of further protection for Cashin quay should be referred to the Minister of Marine (Mr Scott) so that he could consider whether there was a prima facie case for an investigation into all matters relating to the new quay, said Mr A. L. Burk yesterday.
Mr Burk, a former secre-tary-manager of the Lyttelton Harbour Board, said this when making known his policy as an independent candidate for election to the board.
If the Minister decided grounds existed for an investigation, there should be a full-scale judicial inquiry open to the public, he said.
As road tunnel tolls constituted a local taxation superimposed on national taxation, Mr Burk proposed that the harbour board should press for a review of the finances with a view to having all charges borne by the National Roads Board. The third major plank of his policy was an early beginning of the construction of a small-craft harbour, for which the board received legislative authority in 1962. “Postponement of this work until the completion of major capital works could mean that it will be delayed indefinitely,” he said. Mr Burk plans a public meeting next Monday and has offered to address organisations and meet individuals interested in discussing harbour board affairs.
