PAPARUA QUERIED
Site For Prison
A remit from the Howard League for Penal Reform that the Government be asked to proceed as quickly as possible to build a new women's prison in a suitable area, was introduced through the social welfare sub-committee of the Christchurch branch of the National Council of Women last night. The Minister of Justice (Mr Hanan) wrote last year that a new prison, to replace the nresent women’s orison in Dunedin, to be built at Paparua had senior priority in prison rebuilding. The league wants reassurance that this project still has top priority. It also queried the suitability of the Paparua site on two grounds.
The proposed site was too near the men’s prison. While Christchurch was convenient to South Island offenders, the faet remained that the North Island had more women offenders. At the end of 1964 there were only 23 women in South Island prisons. compared with 71 in the North Island.
The league felt that a site in the North Island would be more practical. Transport of prisoners would be easier and cheaper. It would also be easier for the families of offenders to visit them.
The remit will go out to affiliated organisations for further discussion.
