LONDON, August 11.

A Viet Cong political leader may visit Britain in the near future to make the first Communist overtures to the West on peace moves in Vietnam.

The British Government is considering whether to admit Professor Nguyen Van Hieu, the foreign affairs spokesman of the Viet Cong’s National Liberation Front in South Vietnam.

It is believed that Nguyen Van Hieu, who was invited to Britain by the Bertrand Russell Peace Foundation, would be the first high-ranking Vietnamese Communist to visit the West since the Vietnam war worsened early this year. A spokesman for the foundation said Nguyen Van Hieu had accepted the invitation to visit Britain and that two other members of the central committee of the front had agreed to come. They were Dinh Ba Thi, who led the Viet Cong delegation to the recent peace congress in Helsinki, and Ham Van Chuong. Nguyen Van Hieu is now

in Prague, Lord Russell’s spokesman said. A spokesman for the British Home Office said today the application, which was made on July/21, was under consideration.
