GOODWIN, Town Clerk. 3216 MINISTRY OF WORKS CONSTRUCTION OF NEW PAREMOREMO PRISON THE Ministry of Works proposes to negotiate a Target Estimate or alternatively a Schedule of Rates Contract for the construction of the new prison at Paremoremo. Interested well established contracting firms are invited to submit for consideration their qualifications to carry out work valued in the vicinity of £1,500.000. Information provided should Include evidence of financial standing, availability of manpower as at the month of September, associate firms with whom they would propose working, strength of management team available for the work and in the case of a joint enterprise the name of the firm which would undertake the management. Documents will be completed to the stage where firm proposals can be defined in approximately four (4) weeks and having selected the three firms or groups of firms with the strongest claims for consideration the Ministry will then ob tain from those firms their definite proposals and will award a contract on a com petitive basis before the end of September. The exact form of contract will be decided upon during the period while documents are being finalised, but it is expected to be a Target Estimate plus Incentive Fee and Fixed Overhead Fee together with a Bonus and Penalty based on time of completition. The incentive fee will be variable dependent on the economies achieved or costs added to the target estimate. This timing will give contractors six weeks of off site time during which the site will be brought to a fit state for site works and during which they (the contractors) can fully plan their work and assemble materials and plant.
