'More Progress’ Reported (N Z P.A -Reuter—Copyright) SALISBURY, Aug. 1. Rhodesia has put specific proposals to Britain on the independence issue and the next move is up to Britain, the Prime Minister, Mr lan Smith, told journalists in Salisbury. Mr Smith would not define the proposals, except to say that they were the same as those put to Britain’s Com monwealth Secretary, Mr Bottomley, four months ago. “We have not shifted our position at all,” he said. Later, in Parliament, Mr Smith said of his talks earlier this week with the British Minister of State for Commonwealth Relations, Mr Hughes: “We have made more progress than ever before.”
