NEW RULES OF S.P.C.A.

Control By Members Under its amended constitution. the control of the Canterbury Society for the Prevention of Cruelty to Animals was vested in its members and not in the council or in any individual, said Mr J. G. Gribben, at a meeting of the council. Mr Gribben said the recent changes to the . constitution were intended in, the main to permit greater participation by the members in all phases of the society’s . work. In the past councillors served for four years, but now each councillor would have to retire after 12 months and seek re-election if he wanted ft. Another change established the right of all members to attend council meetings. Also, any future proposed amendments to the constitution would have to be put to a full meeting of members. In the past the council could amend the constitution merely by giving seven days' notice to members of their intentions. In the event of a vote of no-confidence in the council or one of its officers, they would now immediately cease to hold office, and a democratic procedure had been established for filling the vacancies.
