The normally loquacious House of Lords rushed through an urgent topic today, listening to 22 speakers In 102 minutes. “It must he a record." said the Lord Chancellor. The topic: Limiting the length of speeches. The peers popped up like figures in a shooting gallery, lasting an average of 4 minutes and 40 seconds each. Lord Mancroft spoke for five minutes and made this comment: “A speech is like a love affair. Any fool ean start it, but to end it requires considerable skill."
