E. German Barges Tied Up At Border

BRUNSWICK (Germany), July 3. Seven west-bound East German barges remained tied up at river and canal points on the border tonight in the latest East-West test of strength.
Border officials said more are likely to arrive, but added that there was no danger to the vital inland waterways traffic between the two parts of Germany, especially with isolated West Berlin.
The East German barge operators refuse to accept Allied permits which have been declared void by the Communist Government.
Since Thursday, new Communist regulations require all West German barges to obtain
East German permits, instead of Allied documents, for the trip to Berlin. The new rules support the Communist theory—rejected by the West—that there are two sovereign German states. The Allies have served notice they will insist on the old procedure, in force since the early post-war period. They said the East German skippers would have to recognise Allied permits if they wanted to enter West German waters.
