Stricter Control Of Foreign Aid Urged
(New Zealand Press Association i NELSON, June 6. A new concept had to be established in New Zealand’s foreign aid programme, the president of the Labour Party, Mr N. E. Kirk, M.P.. told the Nelson Labour Party school today. In future, foreign aid must be concentrated and controlled, he said.
“It must be concentrated to achieve visible significance, land it must be controlled so it cannot be siphoned off into [private pockets and so widen the gap between the rich and the masses,” said Mr Kirk.

"But we are sending a combat unit to Vietnam to tel! them what sort of government they cannot have, so surely
there is equal opportunity through foreign aid to tell them what sort of living conditions they should have,” he said. Mr Kirk said indiscriminate aid was worthless unless it was aimed at lifting the standard of existence in underdeveloped countries.
“No country has been more generous in giving foreign aid than America and no country has made fewer friends through it." he added.
