Trade-Training Levy Suggested
(N.Z. Press Association) AUCKLAND, April 12. Levies on all paint and wallpaper manufactured in New Zealand would enable the trade to provide adequate training and schooling for youths in the trade, the commission of inquiry into vocational training was told in Auckland today.
The commission was hearing submissions from Mr R. A. Waite, secretary of the Auckland Guild of Master Painters, Decorators and Signwriters. Mr Waite said the guild felt the only way to encourage youths to the trade was not only to make the conditions attractive, but also to do something to increase incentives. He suggested a
credit of hours, bursaries, and thorough and positive training at a trade school. “We suggest that the levy or tax on materials is an absolute ‘must’ and feel confident it is the only way to finance a satisfactory scheme where all will bear the responsibility,” he said. “To assist in financing this scheme, in addition to provision made by the Education Department, we would propose that a levy of 3d a gallon on all paint manufactured be imposed,” he said. “This would net £57,312 a year.
“A levy of Id a roll on wallpaper manufactured here and also imported paper would net £18,750 a year—a total of about £76,062, which would enable the trade to provide adequate schooling and training throughout New Zealand.” Mr Waite suggested that levies were the only suitable J means of collecting this ! money. After investigating
many methods the guild found it the only way to be fair to all. He suggested that a trust be formed from the various master painters’ associations, unions, the Education Department and local apprenticeship committees to have sole charge of the funds and allocate accordingly.
