Comment By ‘Times’ (N.Z. Press Assn.—Copyright) LONDON, Feb. 28. Australia, New Zealand and India are unenthusiastic about the Commonwealth Secretariat, says “The Times.” They have also questioned the powers which the African states would like the body’s secretarygeneral to possess—in particular, power to summon ministerial conferences on his own initiative, the newspaper says. “So far, however, no names for the secretary-general have been put forward for voting on, though some governments have candidates and Mr Bottomley (Secretary of State for Commonwealth Relations) is also expected to submit one. The quicker the better. “The difficulty appears to be that, in the ensuing discussions among the governments, differences of approach have re-emerged. . .”
