Bill Defines Succession (N.Z.P. A. -Reuter—Copyright) WASHINGTON, Feb. 20. The Senate has approved a constitutional amendment designed to ensure there will be a successor if a U.S. president becomes incapacitated or otherwise is unable to carry out his duties. The amendment must now be approved by the House of Representatives and threequarters of the states. It sets forth specific procedures under which the vice-presi-dent may take over as acting president. Backed by President Johnson, it also provides for replacing the vice-president when he steps into the presidency, such as when Mr Johnson succeeded the late President John F. Kennedy.
