Japanese Vessel

KAITAIA, Feb. 19. A Kaitaia fisherman today said he twice sighted a Japanese ship fishing inside New Zealand territorial waters. The fisherman, Mr C. E. Ruffell, reported he saw the ship fishing near the coast just south of North Cape yesterday afternoon, and photographed her. Mr Ruffell said he again spotted the vessel at 4 a.m. today well inside territorial waters on a line between Coil Point and the mouth of Parengarenga Harbour. When his boat was seen, Mr Ruffell said, the Japanese fishing vessel put out her lights and moved out to deeper water.
